It’s What’s on the Outside That Counts: Picturing Quality and Condition

This session follows one thread: parcel imagery, from the ground up. We start with the practical side; camera setup, metadata, and how to build and manage Oriented Imagery Datasets in ArcGIS Pro, so you've got usable photos to work with.

Then we get to the interesting part: what to do with them. Quality and condition are two of the trickiest fields in CAMA data. Quality is locked in at construction; condition drifts with time and wear, and visually, the two blur together. We trained a multiclass image classifier on existing CAMA grades to see if it could tell them apart from exterior photos alone. The real test: does it hold up on properties it's never seen before?

50 Names for Square Feet: Drafting a Common Standard

Living area is LIV_AREA in one system, SFLA in another, GrossLivArea in a third. Same house, three names — and before any model runs or any record moves, somebody rebuilds that crosswalk by hand. The profession has standards for data quality and standards for AVMs, but no standard for what the data is called, so every jurisdiction pays for the same mapping work over and over.

This session will do something about it in the room. Attendees receive a draft core schema of roughly forty fields — the attributes nearly every valuation model needs — and the panel’s job is to let the audience tear it apart, field by contested field. The draft is built on a plain naming convention the room can argue with immediately: fields carry a domain prefix that says what kind of thing they describe, so locational attributes read loc_street_type and loc_distance_to_water rather than arriving as forty unrelated column names. That is not a stylistic preference. It is the ISO/IEC 11179 pattern — object class first, representation term last — and it is the same move ISO 19152-4:2025 makes when it prefixes every valuation class VM_ to guarantee the name is globally unique.

Then the harder question: nobody knows which fields data science will demand in five years. The panel examines how healthcare (HL7 FHIR) and mortgage finance (MISMO) solved that with a core-plus-extensions architecture — a stable, versioned core, new fields entering as extensions until adoption earns them promotion.

And the question nobody in this profession has answered yet: what does the schema have to look like for something other than a human to read it? A REST API endpoint and a large language model tool call can perform the identical operation — fetch the comparable sales for this parcel — but they are described to the caller in different ways, and a field named LIV_AREA is a problem for both. The panel closes on what a schema owes an automated consumer, and why the answer to that question is the same answer that makes conversions cheaper today.

The panel spans public-sector modeling, client jurisdictions, research science, a national valuation regulator, and vendors, and the deliverable is deliberately permanent: a proposed IAAO working group, sign-ups taken on the spot, to carry the schema from straw man to standard. You leave with a marked-up schema worksheet you can hold against your own CAMA extract Monday morning.

CAD to CAMA, Completely and Quickly: Linework and Annotation Sourced from CAD

We at county jurisdictions strive for survey-accurate data on our tax maps and within our CAMA systems. Utilizing survey CAD files has been a mainstay in Ad Valorem mapping, drastically reducing drawing time. Copying and tracing CAD-provided parcel lines is a widely used technique. We are taking it a step further and reducing production time significantly by converting CAD provided annotation into our GIS software via a personalized GP tool. We'll go through the complete steps of receiving a CAD file, using the provided data to create tax, lot and subdivision parcels within our mapping software, then showing how we create custom geoprocessing tools and import CAD annotation, and finally inputting that data from our newly created parcels into CAMA, saving hours of work along the way, making our tax maps as accurate as possible.

This session will be a fireside chat on leadership, communication, and technology adoption in the modern Assessor’s Office. Technology modernization projects are often evaluated by how successful they are at meeting implementation timelines, budgets, and system functionality, which are frequently measured through various metrics. Yet the long-term success of these projects is frequently determined by something less technical and more human: how leaders prepare, communicate with, and support their people through change.

Recent advancements in technology hold great potential for assessment offices, but these adoptions also face an equally important challenge: helping employees communicate change confidently and clearly while strengthening public trust. Oftentimes taxpayers are unfamiliar with the assessment process and may interpret change through uncertainty rather than understanding. How leaders prepare their teams to communicate those changes can significantly influence public confidence through the transition to new technology.

The speakers bring two perspectives shaped by their experiences to this conversation. With 15 years of experience in the assessment industry, Jennifer Rearich shares firsthand experiences from one of the nation's largest assessor's offices, discussing the realities of technology modernization, data management, and organizational change. Yara Banks, with more than 25 years of experience in fair housing investigations, civil rights compliance, and organizational accountability, complements that perspective by exploring how leadership, communication, and organizational culture influence employee adoption, reduce unnecessary resistance, and help employees explain complex changes in ways that build understanding and trust rather than defensiveness.
Together, they will share practical strategies for leading modernization efforts, preparing employees for change, and strengthening communication with both internal teams and the communities they serve.
